The Calc document seems to need to be somewhat larger in size, and this issue only presents on laptops for myself and the other user I know. It does not seem to appear using the same Calc file on my desktop PC. Both laptops are running the latest version of Bazzite 42, using the latest version of the LibreOffice Flatpak. The issue, for us at least, presents when trying to use the fill handle while having the mouse within the column being filled. If the mouse is outside of this column after the vertical filling has begun, this bug does not seem to present itself. However, if the mouse is inside of the column being autofilled, it will jump upwards by dozens of cells at a time, making it effectively unusable. I attempted to enable and disable different features and settings, including hardware acceleration, with no apparent effect on the bug in question.
