The copyright holder has the final say on what the terms of the
copyright are. This includes the right to sell/release different
versions under different copyright restrictions despite anything
the GNU copyright might say.
Note, however, if a single version is release under two different
copyrights the user has the defacto right to choose which they
use and if two versions are very similar (eg bugfixes only) they
could quite reasonably be considered to be the same.
