It's only 1500 bytes.  Much better as ascii files and not a tarball.

I can add the patch for l10n, but the paper size would change it for 
everybody.  A4 is narrower and would result in many instances of line 
overflow.  We generally have to check each release and adjust some lines 
for width.  Using A4 would make this a bigger problem.
