pci.ids play no role for creating the file. It's just a warning. File 
creation was done by udev rules which ran specific scripts, but upstream 
removed that functionality with systemd merge, and Bruce has been 
working on new way to write those rules. pci.ids is part of PCI Utilis 
package from BLFS, usb.ids is part of USB Utils from BLFS, too.
