How do we want to address this?  I'm not sure that the advice to ignore 
the clock setting and always use ntp is the best approach.  It ignores 
the situation when you do not have a network connections.  It also seems 
to ignore the situation where a user has something like Windows XP and 
the HW clock is set to local time.

I agree that most of the time, udev_retry will not do anything, but what 
we are doing is trying to address corner cases.
