Hmm, I did give that some (very limited) consideration, but came to the conclusion that it wasn't worth looking into (yet). The complaint it has is about uuid.pc which definitely won't exist anywhere under tools yet, even if pkg-config could look for it in the right place. In addition, I suspect pkg-config will default to $prefix/lib but can't confirm that now as I've already removed that horribly broken attempt :-) My reason for that suspicion is that it seemed to detect blkid.pc without any additional configuration, and was able to determine that uuid.pc was a dependency for it.
