It's really a typo. I'm a Chinese and I know Chinese GB18030 codeset
and I verified

  localedef -i zh_CN -f GB18030 zh_CN.GB18030

that worked well.

At the same time, I sugguest to add zh_CN.UTF-8 support, too,

  localedef -i zh_CN -f UTF-8 zh_CN.UTF-8

Just because zh_CN.UTF-8 is more and more popular than Chinese GB
series (GB2312, GBK, GB18030), it's more smooth to swith from
zh_CN.UTF-8 to zh_TW.UTF-8, zh_HK.UTF-8, zh_SG.UTF-8, and vice vesa.
