I just looked at it. The build is a bit unconventional and the instructions given are weak. The build is: ./autogen.sh (or sh autogen.sh) make make install autogen.sh runs autotools, etc which are required for this tarball. make check fails for tests 27 and 28, but I think that is a test program failure, not a popt library failure.
