I'd flip a coin and offer an opinion, but a coin only has two sides. :-)

Seriously, I like #2 or #3 simply because it is one less thing to have
to download. It matters not to me whether to chown in the source tree
or on the installed files. Though I think from an educational standpoint,
chowning the installed files gives the users more of a clue what files
are actually being altered.

I can see the text if you decide on #3. "Some of the files installed
by the package have incorrect ownership....".

"Some of the files" doesn't give a very good indication of what actually
was wrong with the installation. The text for #2, would be "These files
are installed with incorrect ownership...."
