How about this for a radical idea.. Basically the problem with English football today is that the money in the prem is so ridiculously higher than that in the football league, and anyone who gets in there and manages to stay for a few seasons is so financially better off that they will be in an advantageous position for years to come. That's why I cant see Sheff Wed getting back there any time soon.
Anyway, to minimize this problem why not have 5 up and 5 down, instead of 3 up and down? 3 up and down was agreed by the prem league when set up as a 'gift' by the prem league to the football league, effectively they wanted to protect their members by minimising the risk of relegation of the big clubs - after all, they want the bigger clubs there because that means bigger gates, more viewers, more sponsorship etc. At the moment they are lumbered with lots of smaller clubs. So now the original membership is well and truly broken up, its time to spread some happiness around. 5 up and down means that its obviously easier to get promoted, more chance of a big club getting back and therefore getting back established as a big club. Conversely, whilst it means more prem clubs can be relegated, its not the huge problem it is now because its easier for them to get back up again. Some clubs may yo-yo between, but it should mean 'big' players would stick with relegated clubs for at least 1 season. Maybe go to 4 automatically up in championship and 4 down, and then 5/6/7 in playoffs with 5th bottom in prem.. As I said, makes the burden of relegation from the prem a lot less, and gives the bigger clubs a chance to re-establish themselves, AND the smaller/lesser clubs a shot at the big time.
