Yes there was a specific rule change for the 1997/98 season concerning what
the winners of the toss got to choose. It was the same year that score
directly from kick off was written into the laws of the game

Was there a specific rule change for that then?  Seems a bit odd to bother
changing a rule like that.  

I did my ACL about 4 years ago now, so haven't played since then, but played
twice a weekend for years before then.
