Don't do it on an iPhone 4. My dad did and has been regretting it ever since. The phone doesn't have the power.
The iPad 2 should be OK, as it has the same internals as the iPad Mini, which is running iOS 7 fine here. Note that iOS 7 is really designed for a retina display, and it's a bit of an aesthetic horror show. Not Apple's finest hour. Nigel.
