Hi, the answer is fairly simple:

there is no way.

if they have different versions and changelog they might have different 
dependencies and build-dependencies, different functionnalities and so on.

users might want to upgrade the first or the second only, without downloading 
the whole package... security upgrades must be related to only one of them and 
so on...

basically, package the package first and let daps depend or build depend on it.

this is how dependencies works, also other programs might be use only one of 
them (theoretically).

if they are strictly dependent from each others, and they have no meaning 
outside deps so you might ask upstream to unify the versions, the changelogs 
and release one source package.

this is up to you.
