One quick hint:
When you disable JavaScript in your borwser, reload the page and put
the mouse pointer into the green box, then there is still an Engish
text. You can find it in the file "download/index2.html".
I tested. The text is in French when javascript is disabled.

When I place the mouse pointer, e.g., on the headline "Téléchargements
Apache OpenOffice - Site officiel", the tip text is still in English. Is
this different for you?
Of course many links are pointing to webpages in English. However,
nearly no other language has a translated text.
I am thinking of translating the first level pages whose links are on
the first page, or harmonizing with the pages of the French-speaking site.
