For Valencian translation what I actually do is to download first the zip with all the UI files: https://translations.documentfoundation.org/gl/libo34x_ui/edit.html (at the top you'll find a link to download the zip with all the directories, the same for help) Once you have translated all files you must zip them in the same way and upload the zip file through the same page you downloaded it (at the bottom there is a dialog you can use to do so).
