In fact it is a cosmetical issue that went unnoticed through the whole beta and RC (10 RCs!) cycle of OOo 3.3 and of LibreOffice 3.3 as well. I checked the source in the last hour and support of HelpText is removed (see l10ntools\inc\export.hxx and l10ntools\source\merge.cxx). It does not make much sense to resurrect it, because in 3.4 and in the future it is not needed. I'm sorry that many of us translated these 21 strings in vain. Maybe they can be re-used later (in HC2 of 3.4).
