Two scenarios present themselves here.
1. This messaging issue occurs when the ext. that is busy doesn't have  
forwarding turned on.  If the ext. was to FWD B/NA to voicemail, you  wouldn't 
have 
that situation, and the call would go directly to vmail on a  busy.
2. Since the condition you are speaking of occurs without forwarding, the  
only way to change this is COS for the mailbox.  This is COS 1 as default  for 
all mailboxes on the voice processing system.  If you want this  specific for a 
few mailboxes, you'll have to create a new COS for them, and then  set the 
parameters within.  This falls under incomplete call handing in the  COS for 
the 
mailboxes.
