I had one with this problem although it was a TD 816. The surge protection was "chopping" the ring signal.
There was a constant very low current higher voltage AC on the line presumably induced from high tension power lines. This accompanied by the 48VDC battery was enough with the 100 volt 20 Hz ring signal to randomly/occasionally fire the gas tube protection. Although I had the local Telco out to the site many times, and even though I proved THEY had a problem, they did damn little to fix it. I finally just used a higher voltage gas tube in the protector. NOT the best solution as this compromises protection, but I had no choice. Listen to the CO line with your butt set in monitor while the line is ringing....if you hear a "clipped" ringing sound instead of the pure 20Hz sinusoidal ringing voltage, suspect a surge protection problem. This could be at the Telco protector too!
