Mark, You bring up a couple good points, the very first thing I would 
try is to pad the line at least 3db
it seems as though the VoIP telephone "people",  most of whom wouldn't 
know a REAL telephone line
if it bit them in the "you know", tend to set everything to HOT.
In the "old time" telephone world the adverage subscriber was at least 6 
db from the office and most
modems sent and "wanted" to hear around negative 20  and most sent at  
-12 or so.

IF fax transmissions work, there is no reason why " low speed" (9600K) 
data connections shouldn't work.
