There are devices that do that, as Carl mentioned, the hang up part can sometimes be a problem if the phone system doesn't detect the hangup- that can be dealt with too but sometimes with a cost. A silence sensor or re-order tone sensor can be hung on each line to cut off the call.
I will try to find the product name/number that I had seen. One was for a single line, but there are also rack mount versions that can support multiple lines. I picked some up on ebay a while back. I wanted a test extension on my system so I could call into my office and keep the line on hold for testing conferencing, etc. So I just set up a voicemail menu with a long greeting (about 1 minute) where I just recorded music as the greeting and pressing a digit will repeat it or cancel it.
