First, by "not working", do you mean no dial tone, can't make or receive 
calls?

Second, since when CO1 and CO2 were switched at the line protector, the 
problem stayed with CO2, we can conclude that the problem is between the 
line protector and the 624 (inclusive).  Should I assume that the line 
protector and 624 are sitting essentially next to each other?

Third, If you call in on CO1, can they "conference" you into CO2 so that you 
can hear the mysterious sounds?
Could there be a tone generator left on somewhere?

Fourth, can they switch CO1 and CO2 at the 624?
