101 is normally opr extension

mgr extension is programmed in 106   opr1, opr2 and mgr

opr and mgr can enter sys [pgm] *#xxxx

any station can do mgr pgm with [pgm] **xxxx

it's easy to make any station "sys" since you can get to 106 by using 
[pgm] **xxxx from any phone, then put the statrion you are at in 106 
position #3

then exit pgm, then use *#xxxx at that staion to do anything you want. 

we do that all the time when the opr/101 is busy, find another unused 
station, do pgm99 6 to get the port no, then ** to change mgr, then *# 
to do sys pgm.

someone there knows this, or accidentally changed 106 opr1/opr2/mgr,
try ** instead of *#, see if that works.
