i'll try,  panasonic handles calls in terms of ownership.  an icm call 
from ext 114 (owner of the call) to vm will send "follow-on id" of the 
ext to the vm, and put you right into that mailbox.  At night, an 
incoming outside call is routed by dil 1:1 to 114, so the ksu has given 
ownership of that call to ext 114 and if forwarded by 114 to the vm, 
"fwid" of 144 is sent and the call goes to that mailbox.  if the 
incoming call was routed by dil 1:n there is no (single) owner of the 
call so if was forwarded (it won't) the system would have no fwid and 
the vm will follow your routing programed in the vm for the port 
(aa/vm/cs/trunk)  intercept routing doesn't assign a fwid either, so you 
will get the vm port routing.  there are two bits in 990 that affect 
what the ksu will do too, force the vm port to aa, or force it to vm 
mode, and the other will set if the vm will play the vm port routing or 
send fwid for the mailbox of the lowest ringing jack number for that co.

general rule,  a co ringing at several extensions (dil 1:n) will not 
forward.  if you think about it, it makes sense.  if co1, 2 and 3 rings 
ext 101, 105, 107, and ext 107 decides to fwd all calls to ext 120.  
other stations calling 107 will fwd to 120, but co1-3 calls will not.  
if they did, you've just forwarded all co1-3 calls to ext 120, bad if 
ext 101 is your receptionist.  now if co 1-3 was set for dil 1:1 to 101, 
ext 101 now owns those co calls and WILL fwd to another ext.

hope that make some sense, and you might see ways to get what you are 
trying to accomplish.
