If all s/w versions are correct, The typical mistake is that the MWL 
extension number must be a valid physical/electrical  extension. use 
201-201-203 etc if you are using phones w/ XDP. But you are using old 7130s 
? . you will need enough loose extension numbers to support the phantoms, 
116, 115, etc........
