I am far from an expert, so please take this with a grain of salt since I do not know if it applies to the setup at hand (frequency, power levels, radiation pattern)...but when I was reading on designing Wi-Fi systems (802.11 and such), one of the worst places for signal reception is directly underneath the pole of the antenna due to the fact that most antennas shipped with access points, as well as most after-market access points, are not truly omni-directional (I don't even believe such a thing even exists in the market place, only in labs). I don't know if this is your problem or not since it depends on a number of variables, but I thought it couldn't hurt to contribute it anyways. :)
