May I suggest a Viking Hot Line Dialer - Tone Model K-1900-5 for $82.77? See

If you place it on the Centrex line with correct programming it will dial 9 every time 
the switch seizes the line (You will need one for each CO Line with requiring 
automatic 9).

Programing sequence is  984#00
