You forgot to assign the destination for your VTR button.  As you stated in 
your email:
"I do the following:
1. Press [Program]+[9]+[9]
2. I choose a button that I want to be programmed as VTR-
3. Press [8] and her 3 short beeps"

Look at step 3 in your instructions.  The three beeps is an error. You did 
something wrong.
Now look at step 2, you got everything correct except putting in the 
extension for vmail.  I am assuming it is 165.  This is the correct procedure.

1. Press [program]+[9]+[9]
2. Choose the button you want to program as VTR-
3. Press [8]+ vmail extension (165).
4. Press [AutoDial/Store], and hear 1 beep.

The programming beeps are as follows:
1 beep= locking value into memory
2 beeps=overwriting same or previous value into memory
3 beeps=error

Close but not close enough in your programming, you missed a step, try again.
