How did you wire the jack?  Oh, crimp?  Try a jack and post your question
again.

VTR is a probable feature of -3 or greater, but you can test it.  From a
PT, assign a LED button as VTR.  Dial program 99 button 8 165 or whatever
your VM port is.  Test it by pressing the button and dialing the 3 digit
extension number of the station you are transferring the call to.  It will
either work or it's time for an upgrade.
