Change out 66 blocks

Hope someone out there can help me.

The 816 and the 100 have been running fine for a couple of months. Just now
needing the extra extenstions on the 170. Hooked up the 170 to the 816 on
the lower expansion port. Plugged in a 25-pin Male to Male Amphenol cable to
the 170, running into a "used" 66 block with amphenol connection on the
side. The 66 has only 3 colums of pins, the 3rd being wired from the back to
the amphenol. The fourth is empty.

Running 4 wires (B/W, B, O/W, O) to the first set of pins from the top on
column 3, I tried crimping on a modular plug onto the 4 wires, and plugging
it into a working T series phone. No display on the phone's panel, no dial
tone. Phone works when plugged into any of the 816 exts.

When I UNPLUG the cable from the bottom of the phone (off of the 66), I hear
that "dissipating power" kind of sound from the phone. The same kind as when
you unplug a phone from the 816.

So, where does my problem lie? Is there anything that needs to be set on the
816 to enable the 170? "Expansion Card" feature is set to "Master:E1;C1."
Tried multiple phones. Checked continuity of Female Amphenol pins 1, 26, 2,
25 with row 1 thru 4 on the block. Is there a "special" place the extensions
begin on the block? Tried starting from 50 up also.

Second question: How can I transfer active calls directly to a voicemail
box? I can transfer to voicemail, or to another ext, but can't transfer
direct to voicemail. Does this have something to do with VM and AA settings?
I believe out TVS100 is setup as AA. Plus, our 816 has an old ROM version
according to Panasonic. The first release is what I was told.
