This is the normal default operations of the voicemail, when you don't have 
an extension forwarded to voice mail.  Fowarding an extension to voicemail 
(Intercom FWD/DND button, press 5, and dial 165) will forward all calls on a 
busy or no answer condition to the person's mailbox.  In turn the personal 
greetings should be recorded on the mailbox to remove the default messages.
