If he is a business owner, he (and you, of course) should be serious about
getting a system that will do the job right, plus flexibility.  Sometimes
people may insist that they do not need any expansion capability, we all
know that is probably not true.  That person might respond better to the
term "flexibility" though.

Why not digital?  Does the term scare him or does he think it will be much
more expensive?  As someone mentioned, you can put the analog phones on the
digital. So you have the best of both worlds.

You can get the right number of extensions, co lines, reliability, and ...
flexibility. Plus a bunch of guys here that can help you get it installed
right.

At that size system, if he gets itchy about price, you may want to be
careful with him as a client.
