We have a KXTD1232 (-2, I think) with a failed ring voltage generator. Everything works perfectly, including digital phones, just won't ring SLT's. Took quite a while to figure it out, but sounds like what you are seeing. Look for ringing voltages across the line at the phone. I'd guess 60-90 VAC; I'm sure someone will correct me ;)
