John, 

until ten digit dialing, we had that problem on all
the systems we installed, since the Downtown Dallas CO
had the full range of 7xx numbers in use.  features
were getting set all the time.  the best solution we
found was to add a * or # to all the 7xx feature
codes.  So, PUD that was 740, 741, and 742 became
7#40,7#41,7#42.  The features are still available, but
don't get set by accident.  And no pain trying to
remap a bunch of features to clear numbers to replace
7xx features.  (try adding 3xx numbers to stations ;-)

looks like you still have permissive dialing (7
digit), once you get to dial the a/c for all calls,
the feature setting goes away, unless you're in an a/c
starting with 7...
