The main problem is that the switch keeps track of outside calls and treats them as
such when done as a straight flash-forward. That is, the ext will ring but not do the
auto-answer thing as with an intercom call.

We have a Melco RA-330 Remote Access unit installed here that almost does what you
want. It has 2 jacks, one a separate outside line, and a second one plugged into an
extension. When you call it, it answers, gives you a dialtone to which you then
respond with one of ten programmable 4 digit "passwords". If you enter a correct one,
you get dial tone on the extension, and can then do almost anything a POTS phone on
that extension can do. As I recall, the limitations are that the RA-330 uses ## to
disconnect, and #* to reorder dialtone on the extension. One other problem with the
330 is that if you hang up without using ##, it might busy out that line until its
reset button is pressed.

I haven't seen RA-330s in a long time, but recently I located a similar unit from
Viking. Don't have the number handy, but googling on Viking Remote Access should find
it.

It's also a lot cheaper than the Melco, a third or half the price.

Integrating it with VM so that you don't require a dedicated line should be doable,
but I haven't thought that all the way through yet.
