Guess not, according to the KDE bug report it's been fixed for a while.  But 
sounds like the same problem:

I was running low on disk space, so I was cleaning up some files.  I already 
did that about a week ago, but it turned out I freed up very little space.  
Turned out several folders were still in ~/.local/Trash/file, I had to run sudo 
rm -rf to delete them.  Without sudo, they wouldn't get deleted so I guess for 
some reason I wasn't the owner.  I am pretty sure I didn't get any error 
messages when trashing them in the first place or emptying the trash.
