Note that code is based on "optimal" for a given application. It assumes that all connectors, terminations, relays, loads, and other elements of the circuit are "per specification". It does not take into account the contractor who promised a two week job to be completed in 3 days, nor does it consider the General who wants to save 2% on the project to make that boat payment.

And lets not forget the end user who daisy chains 3 or 4 power strips together to get more "holes" to plug things into (fortunately most 'loads' these days are low power/amperage draws).

Most engineering types apply a 10 - 20% safety factor (usually required by the same code specifications being discussed) to the basic design factors constraining the project, electrical, mechanical, or what have you.

Human beings will always find a way to (as they say) "F" things up no matter how well designed... if that wasn't true, where would these u-tubers get their material?

And, yes, I spent a few years doing engineering "stuff" before retiring.

"One size larger" would not have much of an impact on a project our size but how much more would a 747 weigh with the "one size larger" application?  It now carries 3,500 pounds of wire.  "One size larger" I'm sure would add the weight of several passengers. I've worked on electronic equipment for 55+ years and it very seldom that the "correct" wire size fails but for overheating and physical damage. Even "one size larger" will fail under those conditions.
