I think we need more information to troubleshoot. I assume this engine was mounted to an airplane with a propeller on it for the test? How long did it take to "build to 65 psi", and how long did it take to drop to zero? After dropping to zero, does it come back up at all if you let it run for a half a minute or so?

First guess would be a pressure relieve valve issue. Is this a single relief or dual relief engine case? Are you sure you got it back together just like it came apart? It should be like any other Type 1 VW engine with respect to this kind of problem.
