Without stating it I think Jeff was referring to a resin mix of part one and part two or whatever product you're using that would make a bonding mix.  Just using one part of a two part mix would do nothing for adhesion.

Without seeing the defects I'm guessing they are not a problem.  Many KR's have experienced them.  Common belief is they are caused by "out-gassing" of the foam and causing the glass to de-laminate from the foam.  That is not really a structural problem if it is only over and area of foam.  I had a few appear on mine years ago and they disappeared.  If concerned, or if you just want to get rid of them, consider putting a pin hole in the bubble and they may go down.  You might also want to put a slightly larger hole in the bubble large enough to inject some resin under the skin and weight it down till the resin cures.
