That's the part of the plan I was missing.  He (the controller) said I was showing 3000 +/-.  Was he (the system)  not correcting or is my system off that much?  I was set to local barometer and altimeter read 3500 feet.  My altimeter always reads within 150+/- feet of the GPS altitude and always reads very near exact field elevation.
