Pete,

What you are looking for is called "not in motion" liability insurance.  Since 
you have no intention to fly it, and you don't want to insure the hull, you 
only need liability for not in motion, then name the airport as a second 
insured.  That is typically very inexpensive.  SkySmith will get you a quote 
from AIG as the underwriter, which will likely be your lowest quote.  I would 
also try Avemco and Falcon.  You will have to talk to them on the phone and 
explain what you are wanting since that is outside of the lines for the 
policies they normally write.
