A uniform mesh that does not impede flow is not going to cause an
appreciable amount of turbulence or swirl since it would have to be
either too fine or too loosely woven.

A cylinder is the worst possible streamlined shape. I'm thinking that
even a few wires, as in a 1/4" mesh, would cause considerable
turbulence and help "stir" the mixture. I really don't see an icing
problem on that open of a mesh.
