I don't remember where I got it now, but if you google "WINDEROSA
451402" (in the photo at http://www.n56ml.com/fuel/index.html), you'll
see lots of places to order one from. Take your pick. About $10.
I assume you've read and followed the instructions in the online manual
though, right? Almost everybody that has problems with the Ellison asks
"what instructions" when I ask them if they went through the process.
I've never had a problem with an Ellison (and I own both EFS-2s and an
EFS-3).

reading also.
Another thing is to blow on the hole that faces the front to sort of
"prime" the carb before initial startup, using a piece of tubing. That
allows the chambers to fill with fuel and be ready to run. I've
forgotten that one and been stifled for a while until I dug the manual
out again and was reminded.
Sorry if you've been through all of this already. Just covering the
bases. If the diaphragm is physically toast, that's obvious a great
place to start! There's always sending it back for "overhaul" if all
else fails.
