We can but hope! We are close but no banana as yet. When I arrived, the Japanese Civil Aviation Bureau told me that my aircraft was not allowed to fly outside the UK and I would have to take it apart and ship it home... Asking them "How did I get it here then?" created silence.
The Chief of the JCAB then told me, "No aircraft can fly in Japan with just a Permit to Fly, like my aircraft!" After showing him the many aircraft that have and asking about the Red Bull Air Race aircraft that fly every year here in Japan, again more silence. After showing the chief of the Japanese Civil Aviation Boys to be wrong and then finding documentation that they had of their own to allow my aircraft to fly through their country, that they did not even know about themselves, the JCAB are being dragged towards approving my flight with their own documentation. But they are being exceptionally difficult about everything and moving the goal posts continually, while always stating that they want to help. I'd hate to think what the situation would be like if they were not so helpful. So, more than 5 months after arriving in Japan and untold emails and vast hours wasted by the British Embassy Defence Attache here in Tokyo, who has far better things to do as it rains North Korean missiles and Trump is sending big Armada's and its serious, but seemingly the wrong way, then possibly soon, the JCAB might capitulate and let me do what they are legally entitled to do anyway, in accordance with the shared skies ruling of the ICAO 1945 agreement. This was only after our UK CAA eventually did me very proud and wrote to the JCAB and said, if it were up to them they would let me fly. But yet I still have my doubts and sit here wondering and waiting to see what the next reason will be, presented to me for why I can not fly on. Those 5 months the aircraft sat out there through the winter snow storms, wind and rain, out on the wide open pan on its own, has not done it any favours. They say rolling stones gather no moss. I have potatoes growing out the wheel spats. Crossing my fingers seems a quite futile practice, but it seems the biggest hope I have of getting out of this highly advanced, technically superior country. The email below is just one of a multitude of emails fired backwards and forwards... Dear Sir, The airport authorities at Niigata have not allowed the full scheduled maintenance work to be carried out on the aircraft to allow it to remain serviceable. The aircraft needs refuelling and the engine has to be started to test all the pneumatic and hydraulic systems. The Niigata Airport Authorities say they will not allow the necessary work until the JCAB have given full flight permission. I hope this can be granted today, and there are no more issues with my application documentation. If you are still unable to accept my application for flight under Articles 11, 28 and 127, or for any other reason, then you need to contact the Niigata Airport authorities today to allow the required scheduled service of the aircraft in accordance with the aircraft's maintenance manual, to be carried out over the weekend, so that the aircraft remains airworthy and is ready for flight on Tuesday the 25th April, as requested.
