Yes, the phenolic pulleys are the ones to use.  The 15 degree reference is
with regards to "off-axis" application.  Picture an end view of the pulley
and the cable trying to exit the groove at a 20 degree angle, and you'll get
the 15 degree reference.  Basically what they're trying to say is "don't
misuse the pulley and try to mount it out of plane with the cable, if that
makes any sense.  I have four of these little phenolic pulleys raising and
lowering my hangar doors, if that gives you a clue...
