Phill, I assume you mean "unfinished" instead of "I'm finished". If you can convince the FAA that you built at least 51%, you have a good shot at getting the repairman cert. for the plane. Don't give up if the first FSDO office you go to turns you down. We shouldn't have to shop around, but they HAVE been known to differ in interpretations of the regulations.
