It depends on why you're using peelply.  If you want a pin-hole free surface 
or are preparing the surface for something else to be attached on top of the 
layup later, and don't mind a tad of extra weight, stipple with peel ply and 
squeegee, leaving the peel ply wet.  If your mission is absorbing excess 
epoxy, keep the layup as dry as possible without excess, then use the 
peelply to get the rest.  But you'll have some pinholes to fill, and you'll 
get familiar with the "I Love Sanding" song.   I think peelply works best 
when it looks "wet out", so when it's peeled off there are no pin holes to 
contend with.  I'm sure there are other opinions though...
