We can report this person to eBay but it most likely won't do any good since eBay has a policy that it has to be the copyright holder with proof who reports the fraud before they will remove the auction. But if enough people write to eBay and the eBay seller he might remove his auction.
The bigger problem is that the person selling on eBay bought their original CD of plans from another company, "Masterplans" with "full resale rights" to all the plans on the disk. There are several companies mostly in china, that are selling these CD's with "full resale rights". The purchasers of the CD's usually know very little if anything about aircraft they are just trying to make a few extra dollars in the resale business. The bigger companies know better and just about as soon as someone tracks them down they disappear from the net, then start again later under a new name.
