"I need to make a building decision.
What is the general consensus on installing aileron balances."

I am not yet flying but all of my surfaces are mass balanced. As I
understand it, mass balancing a surface is just weighting it in such a
way as to move its natural frequency out of the likely operating range
of the aircraft. This is done to prevent flutter of the surface which
can lead to structural failure before you even notice the first
oscillation. In an aircraft no structural failure is acceptable. Since
no two KR's of any variant are exactly the same due to the construction
methods used, just because someone else doesn't mass balance a surface
doesn't mean you shouldn't.
