Darren: I might have the article you are looking for. I have in front of me an issue of Kitplanes magazine which features Roy Marsh's KR-2S on the front cover. The eight page article states on page 1 "It could be built and flown for less than $10,000 fully equipped." Could that possibly be what you are looking for? I can send you a copy of the article.
