I don't recommend it, and I agree with the statement, in principle.  However
 on several occasions, I have had to use brakes on landing while the tail
was still up.  Once, when I thought the engine was not going to get me
through another go-around, and I had a very bad approach set up, brakes are
the only thing that kept me from going off the end of the runway.    And,
once the tail is down and the stick is in my stomach, I can get on the
brakes as hard as I feel that I need to.  

If you have ever seen Richard taxi in, with the tail up, you will know that
it can be done.

Brakes are for whatever you need them for and are capable of doing.
